For staff members that are not enrolled in any classes.
When it comes to rostering unenrolled users into an application, you can do this through rule-based permissions, however the process is a little bit different. For starters, in order to bring in unenrolled users, you will need to create a separate rule for them that is apart from the rule with the enrolled users. Once you're in the permissions to create this new rule for unenrolled users, you will need to use the following option in your query:
The bottom two options: Users and User Orgs, should be used when bringing in unenrolled users such as admin, instructional coaches, etc. that wouldn't ordinarily have active enrollments in the Roster Server. When using any of the other options, they will only bring in records that are actively enrolled.
📣 Note that for campus-level admin, you need to add the users to whichever campus they needed access to. For District level admin, you need to add them to the orgsourcedid that was set for the district.
